TYI Economics is the economics practice within TYI Strategy, a pro-growth political consultancy with deep cross-party engagement across Whitehall, Westminster and beyond.
Our work is produced by economists who have undertaken cost-benefit appraisal inside the Cabinet Office and the Department for Business and Trade, alongside policy professionals with direct experience of how policy proposals are framed, briefed, and contested in Westminster.

Green Book Rigour
We work to the standards of the HM Treasury Green Book. Our research and policy notes are designed to drive decisions, not academic citation. Applied work, written for the people whose decisions it will inform.
Three areas of work, one analytical engine
Economic modelling is the core. Strategic policy analysis takes that modelling into government; commissioned research takes it into the public debate. Trade associations, listed corporates, and sector bodies commission these individually or together when they need analytical work that will land credibly in Whitehall.

We build models that fit the question at hand, with reproducible work designed to be trusted by policy makers, civil service officials, and journalists.

The Loan-to-Own Scheme
A developer-funded, government-backed equity loan scheme for first-time buyers, developed with Weston Homes and launched in Parliament in March 2026. The launch resulted in meetings with No. 10 and HM Treasury.
Revenue-positive for the Treasury, fiscally neutral on the balance sheet, and structured to avoid the perverse incentives of Help to Buy. Modelled across a full scenario matrix anchored to OBR and Bank of England data.

Jethro Elsden
Chief Economist
Jethro has an extensive background in economic analysis, policy and research. Most recently he spent four years in the civil service working on regulation analysis and policy in the Cabinet Office and DBT – giving him an extensive understanding of the internal policymaking process in government. Prior to that he worked at Centre for Policy Studies think tank, with previous work there featured in media outlets such as The Times, The Telegraph and the Spectator.

Maxwell has a distinguished professional background in policy and research, with numerous pieces of his work featured in leading media outlets such as the Financial Times, the Times, the Telegraph and the Guardian. Maxwell’s research and policy work for The YIMBY Initiative has already been considered at the highest levels of government, opposition parties and business. He is responsible for TYI Research and TYI Strategy.
