We pride ourselves on providing a wide range of research services that can be tailored to your specific needs. Each project will require different elements – some projects will include all of these services, whereas others will only need a few. These are by no means exhaustive and we can be agile and responsive to developing market needs as appropriate.

Safe And Abundant Reforming The BSR To Solve The Urban Housing Crisis
In Safe and Abundant, the YIMBY Initiative exposes how the Building Safety Regulator (BSR), created in the wake of the Grenfell tragedy, has become one of the biggest blockages to getting Britain building. Drawing on new data and industry interviews, the paper shows how a system built for safety has instead built delay: 70% of applications rejected, 18-month waits for approval, and housing starts collapsing across London. But this isn’t a demolition job: it’s a blueprint. The report sets out a bold, practical reform agenda: digitising submissions, using AI to triage cases, fast-tracking compliant developers, and transforming the BSR into a Fitch- or S&P-style safety-ratings body that rewards proven excellence. The message is simple: Britain can build more, and build safely, if it builds smarter.

Interview any relevant stakeholders to provide perspectives on opportunities and challenges relating to the wider project and issue.

Policy recommendations
Make policy recommendations that are conducive to a pro growth operating environment. These recommendations can be presented to policy makers at all levels of government.

Report writing
Writing comprehensive reports detailing the findings of our different research strands, including policy recommendations and next steps.

Engagement
Organise engagement events with policy makers and other stakeholders to present and discuss the findings of the research.
Our Team
Maxwell Marlow
Director of Policy and Research
Maxwell has a distinguished professional background in policy and research, with numerous pieces of his work featured in leading media outlets such as the Financial Times, the Times, the Telegraph and the Guardian. Maxwell’s research and policy work for The YIMBY Initiative has already been considered at the highest levels of government, opposition parties and business. He is responsible for TYI Research and TYI Strategy.
Hannah Lazell
Policy Specialist - Local Government and Housing
Hannah is a policy specialist with over sixteen years’ experience working in politics, public affairs and policy. Most recently, Hannah spent seven years working at the Local Government Association’s Labour Group Office, gaining in depth experience of local government and devolution in England. As part of this role, Hannah played a key role in putting local government and devolution at the heart of the Labour Party’s policy making process ahead of the 2024 General Election. Hannah works across the TYI Research, Services, Support and Strategy divisions.
Jack Shaw
Head of Public Sector Practice, and Policy Specialist
Jack is a councillor for the London Borough of Barking and Dagenham. He previously held roles at Labour Together, IPPR, Westminster City Council and the LGA. As well as being Director of Groundwork Research, Jack is a Policy Fellow at the Productivity Institute. Jack’s experience has given him a deep insight into public sector policy. Jack works in the TYI Services, Research and Strategy divisions.
Eve McQuillan
Policy Specialist - Housing Delivery and Homelessness
Eve is a former Cabinet Member for Planning where she oversaw an ambitious programme of regeneration, house building and better regulation in the private rented sector. This role included working with developers to maximise the social and environmental benefits of new developments and leading public consultations on estate regeneration. Eve has also worked across policy roles in several sectors, as well as for MPs and as a political organiser. Eve works in the TYI Services, Research and Strategy divisions.
Dr Joe Spencer
Defence and Quantum Computing - Technical Advisor & Quantum Defence Research Association
Joe has a PhD in Physics from the University of Southampton, and has subsequently had a career in quantum technology, working for companies such as Qintetiq and Global Quantum Intelligence. He has a particular interest in the commercialisation of technology.
Tom Williams
Director of External Affairs
Tom is a government relations expert, with a professional background in the aerospace, defence and health technology sectors. He most recently spent seven years working at Airbus, and during this time was Chair of the UK Space Public Affairs Group. He has also worked at a public affairs agency and in Parliament. He is an Executive Member of Labour Business. Tom works in the TYI Strategy division.
